Building at spawn could include a main spawn and general shared building then a few smaller buildings as that way the main building can be completed in creative then the smaller ones done in survival over the next week or two as people choose, smaller ones could be personal builds with plans for teleporters in each smaller one to the persons home build.

Ive been part of a MASSIVE spawn build, ended up being only staff on the server once it was finally released 🙁
