I suggest creative drawers of building materials (stone(s), wood(s) Fancy blocks etc) to be placed at the spawn location for builders to utilise, allow builders a pair of wings, a chisel and some various other tools (to be returned) and some food. This way builds are done in survival, builders can fly and have access to creative materials and expensive end game items are returned, so you know they are gone. The creative drawers can easily be removed when the main building is done.
